    Legitimate claims of persons who were Cuban nationals at the time of expropriation.

CCOA was founded on the premise that, inevitably, changes are coming to the U.S.-­Cuba relationship will require settlement of property claims. Knowledge of Cuba's legal framework together with the opportunities presented will be necessary for CCOA's members to take proactive and collective actions to protect claims owners' rights and achieve a fair settlement at a maximum compensation value. We believe that simply waiting for the U.S. government to negotiate a settlement will result in only token compensation.
